AbstractHistoryArchive Description

A businessman comes to Phillip Island for a holiday. He takes a trip around the island and gets an idea. He returns home but then a mysterious guest arrives and goes out each day in his two seater launch around the Mornington Peninsula. Later these men meet on a boat in the bay and set up a plan to smuggle cigars to Australia. They plan meticulously but are caught out when the crop of supposed chicory is checked by an inspector.
