In this illustrated chapter book, Timothy Timm's discovers his neighbour Mr. Conway is doing something 'against the law': he is looking after his sister's horse Percy as her farm is drought-stricken. However, the grass is also rapidly disappearing in Mr. Conway's yard, so a plan is hatched to transfer Percy to local park, where the grass is green and lush.
