This thesis examines the dual commercial and cultural nature of the book and the book publishing industry, and Australian government intervention in that industry. The thesis argues, through historical examination of Australian government intervention since federation, that the role of government has been ambivalent, partly due to the essential commercial and cultural nature of the product: the book.
