In 1924, J. C. Williamson's bought the Tivoli circuit from Harry G. Musgrove, who had been running the circuit with his cousin Jack Musgrove since Hugh D. McIntosh's departure as managing director in 1921. McIntosh regained the Sydney Tivoli in 1928, however, following the death of Harry Rickards's youngest daughter. The Melbourne Tivoli remained under the control of J. C. Williamson's Ltd until 1931. The productions staged up until then were largely a mix of high-class international acts and local variety stars, including revusical troupes led by Jim Gerald and George Wallace.

In September 1931, Tivoli Celebrity Vaudeville Pty Ltd, as it had by then been trading as, merged with Con-Paul Theatres, a syndicate headed by Mike Connors, his wife Queenie Paul, and behind-the-scenes partner Bert Boland.
