William Jones established the Goulburn Herald and County of Argyle Advertiser on 1 July 1848. At the time the town's population was approximately 1,000 and the previous year it had been described as 'beyond all comparison the finest [town] in the Southern interior of New South Wales'. Jones was a businessman, who had grubbed out £1,000 profit a year with his Sydney paper, the Commercial Journal and Advertiser, which he established in 1835. It was distributed without charge and is described as Australia's first advertising sheet. The Herald was highly profitable and Jones sold it for a good price in March 1858 to William Russell Riley (q. v.).

Before setting up a printing business in Goulburn in 1848, Jones intended moving to Bathurst but was 'frustrated by another printer, named Isaacs (q.v.), getting the start of [him].'
