It includes regulations for the settlement on the Swan River, a history of the site, its geography, and the potential that the Swan River holds as a colony. It presents a proposal for a Christian colony and missionary station at Swan River, and concludes with the statement that the future of the world depends on the colonisation of the unsettled regions of the globe by European power.
