Appears to refer to an attempt by H.M.S. Prometheus, a Pelorus class cruiser, to rescue British subjects stranded in a Chinese port (unspecified) by the Boxer Revolt, which was foiled by a mechanical failure resulting in loss of water (drinking or other not specified.)
