Arthur Hill arrived in Sydney as a convict in 1819 and was granted a certificate of freedom in 1825. Hill worked as a printer for the Sydney Monitor and the Australian, ran the Hyde Park Tavern and, later, the Rose & Crown Inn with his wife Ann Hill and also found employment as an actor.

In addition to his printing activities, Hill launched his own publications - the South-Asian Register and Hill's Life in New South Wales - but neither met with success and both were short-lived.

Hill developed a firm friendship with Edward Smith Hall (q.v.), editor of the Sydney Monitor. The similarity in their surnames was sometimes a source of confusion for the editors of rival newspapers.
