In a modern film noir style, Harlan McCormack is the lead singer of 'Herd of Turtles'. The band has been accepted into Teenstage, but somebody is killing off the competition. Harlan and his entourage set about finding the killer and winning the competition, but in the lawless society in which they live, everybody seems to be hiding something.
