Alan Hill was educated in Sydney at Shore School. He joined the Merchant Service as a cadet officer and served on British and American vessels. In 1929, Hill joined the coastal service and began writing while at sea. He broadcast items on marine-related subjects on the radio and won a scholarship in 1930 that enabled him to study writing more seriously. Hill's short fiction was published in various Australian journals and newspapers including the Sydney Mail and Smith's Weekly and he had scientific articles published in the UK.
