Laura Tierney (nee Milligan) grew up in London, United Kingdom. Milligan's children's book Hocus Pocus Versus the Stinky Pong (2009) is a follow-up, though not a sequel, to Badjelly the Witch (1973) written by her father, British writer and comedian Spike Milligan (q.v.).

Laura Milligan also wrote 26 five minute episodes of an animated television series The Ratties (1987) which was broadcast in the United Kingdom and on the ABC in Australia.
