Bill Simon's father was from the Black Duck tribe of the Wallaga Lake area. Simon was raised at Purfleet Mission and in Waratah, New South Wales. At the age of eight, he was removed from his family and sent to Kinchela Boys' Home. Simon has served as Assistant Pastor in the Anglican parish of Redfern, New South Wales. He has worked on the streets and in jails to help other members of the Stolen Generations.

Simon's story was recorded by the National Library of Australia for the Bringing Them Home oral history project and appeared in the associated publication Many Voices: Reflections on experiences of Indigenous child separation, edited by Doreen Mellor and Anna Haebich (2002).
