Beth Graham arrived in Yirrkala in 1962, where she worked as a teacher for the Methodist Mission School. In 1973 she had developed and implemented the school's first bilingual education program. In 1979, she worked as an education advisor for the Curriculum and Assessment Branch of the Northern Territory Department of Education, and became the first female principal education officer in bilingual education.
